Planning Background

Fareham Borough Council has had a long standing aspiration to secure the restoration and reuse of the locally listed structures on site, including the Mansion House and Lodge House. They also have a stated priority to provide a swimming pool in the Western Wards and community facilities including sports pitches, allotments and a cemetery to meet a current undersupply of facilities in this part of the Borough.

The Council is currently preparing its Core Strategy, an overarching policy document which sets the development needs, priorities and vision for the growth of the Borough up to 2026 and allocates sites to deliver strategic devlopment.

Policy CS10 of the Core Strategy identifies the former Coldeast Hospital site as a Strategic Development Allocation. This is a comprehensive area based policy that covers development of the wider site area including the existing residential planning permission, proposals for additional residential development and expansion of healthcare facilities on land owned by the PCT and development of the Lot 2 site.

The Policy identifies the provision of the following for the Lot 2 site:

  • Between 150-170 dwellings and 60 units of sheltered accommodation
  • Repair, restoration and re-use of the locally listed buildings and structures
  • Improvements to pedestrian, cycle and public transport access to and through the site
  • Provision of land for:
    • sports pitches and informal public open space
    • cemetary
    • allotments
    • sports pavilion, with community meeting room
    • public swimming pool facility

It is anticipated in the Policy that the new residential development will be accessed from the existing site access from Brook Lane and Coldeast Way.

The community facilities will be accessed from a new access off Barnes Lane.

The Council is also currently preparing a Supplementary Planning Document for the site, to expand upon Policy CS10 and this will:

  • Guide future development and investment and to provide a framework for future planning applications
  • Set out planning and design principles and requirements for the development and conservation of land and buildings
  • Help inform the local community and other stakeholders regarding the potential future development and conservation of the site

The SPD has been approved by the Council's Executive and has been issued for public consultation. It is being exhibited here today.
